MONITORING OF INDIVISUAL STREET LIGHTS IN ABD AREA

Project Brief

Chandigarh Smart City Limited (CSCL) in its endeavour to implement the best of technological practices, wishes to deploy controllers in the existing LED lights, across Chandigarh with suitable wattage for real time fault diagnosis of Smart LED lights, already installed.

Chandigarh Smart City Limited intends to leverage these developments in technology and propose a robust system of individual sensor-based street light monitoring in the ABD areas so that both citizens and the authority can reap benefits by savings energy and resources through these smart measures. The objectives of the project are mentioned below:

  • To deploy controllers in the existing LED luminaire at single light – single pole and double light-double pole (Each individual LED light to be controlled by Individual controller) in ABD areas within municipal limits to make them communicable to the Central Monitoring System(SCADA) at MC Chandigarh.
  • Ensure efficient maintenance of smart controller and monitoring system i.e. Central Monitoring System (CMS)/Smart Lighting Management software with configurable Dashboard along-with a cloud hosted API integrable with ICCC.
  • Augmentation of existing LED lights with smart controller without affecting the performance of existing LED lights and affecting the guarantee of the deployed LED fixtures.

Project Scope of Work

The implementing agency is required to work for Augmentation/Up-gradation of existing LED streetlights to Smart LEDs streetlights by adding a controller system in ABD areas of Chandigarh which includes Supply, Installation, Testing, Commissioning and Comprehensive Maintenance for 5 years with the following brief scope of work:

Installation of light/luminaire controller units to cover street lights in ABD area.

Deployment of Cloud based Central Monitoring System (CMS)/Street Lighting Management software with configurable Dashboard

Deployment of mobile application for monitoring, diagnosis and reporting.

Setting up of a CMS workstation (SCADA) at the office Executive Engineer MC Chandigarh at Deluxe Building, Sector 17, Chandigarh.

Generation of MIS Reports such as Energy Saving report, Lamp Failure report, etc. on a daily basis from the readings received from the controller equipment. CMS showing defective units, if any and other user defined reports should also be available in the CMS.

The Following parameters should be part of the configurable base

  • Time to switch on, off
  • Variations in ON, OFF times based on the day of the week/seasons or by Latitude / Longitude.
  • Actions to be taken for alarms.
  • Actions to be taken for lamp/controller/gateway failure.
  • Service ticket module.
  • Notifications and alerts.
  • At any time, the status of all LED street lights and controllers shall be displayed in a consolidated format and also in a detailed format for an overview of the entire area under coverage i.e. ABD areas.
  • System should detect faults, flickering of lights, communication link failure, power failure, individual street light failure,
  • Alert/alarm on events like Pole on Electric High Potential & Pole Accident.
  • Any fault to be updated on Dashboard and highlighted with time of fault.
